Conference Overview

Europe’s electricity market is entering a decisive implementation phase. The 12th Annual Energy Cross-Border Trading & Balancing Market Forum will bring together regulators, transmission system operators, power exchanges, traders, balancing responsible parties, utilities, generators, aggregators, storage operators and market-design experts to examine whether recent reforms are delivering their objectives without weakening liquidity, competition or system operability.

Across two focused days, the Forum will examine how the EU Electricity Market Design reform, CACM 2.0, FCA 2.0, contracts for difference and capacity mechanisms interact with wholesale price formation, cross-border hedging and long-term investment signals.

Participants will assess whether the current SIDC/XBID architecture is ready for rapidly increasing flexibility needs, shorter trading timeframes and more automated market participation. The programme will also consider whether flow-based market coupling is delivering the expected welfare gains and whether flow-based capacity calculation should extend into intraday and balancing markets.

Practical lessons from PICASSO, MARI and TERRE will be examined, including their effects on prices, liquidity, activation patterns, platform governance and market participation.

The central question is no longer simply how Europe can optimise cross-border energy trading, but how integrated markets can unlock flexibility while preserving efficient investment signals, resilience and genuine competition.
